The concession or incentive is consistent with state and federal <br />law. <br />Section 7. The Vesting Tentative Parcel Map, Downtown Planned <br />Community P ermit including seven guideline deviations, and Density Bonus <br />parking concession are hereby approved based on the Planning Commission's <br />consideration and reliance on the CEQA Memorandum and Downtown Precise Plan <br />EIR and in accordance with the plans, details, descriptions, and conditions of <br />approval contained therein, attached hereto and incorporated herein by reference. <br />Section 8.
