involving contacts with both/ all involved parties, is initiated by PCRC and during
that process, a resolution of concerns is achieved.

3) Mediation: Mediation through PCRC involves a face to face meeting between
disputing parties who call PCRC directly or are referred by city staff or community
agencies. With the assistance of a panel of trained volunteer mediators, parties work
through a non-adversarial problem solving process and attempt to develop a
mutually acceptable resolution to the issues of concern. There is a two-fold focus:
development of a satisfying and durable agreement and the preservation of an
effective relationship in situations where the parties will continue to be in contact
with each other.

C Recruitment and Training of Community Volunteers:

PCRC will develop and maintain a pool of trained volunteer mediators, case developers
and facilitators to serve the conflict resolution needs of the community. As a result, a
number of community members will become skillful in the interest-based approach to
conflict resolution.

D. Community Building Services

A portion of this contract will be used to support community building efforts in the City
of Redwood City as a supplement to a grant from the Peninsula Community
Foundation. PCRC will work with city representatives to develop a work plan for a
PCRC staff person who will focus a portion of their time on Redwood City community
building efforts. This contract will also support initial implementation of some projects.
Possible projects include:

1. Working with the city to design and implement efforts to invite and utilize
community member input to processes such as budget development, general plan
revision/ updating, development of ordinances.

2. Assisting with identifying lessons learned from challenging community involvement
processes such as the recently concluded Measure Q campaign and the Task Force on
Recycled Water effort.

3. Providing graduates of the City's Community Builders Series with support as they
begin to implement community building projects.

4. Assisting with the development of a "community building" philosophy in the
operation of the 10 neighborhood associations serving Redwood City residents.

E. Additional Conflict Resolution Services
These services are available for an additional fee. If the City of Redwood City had a full
level contract with PCRC (equivalent to .40 per resident), these services would be
offered to the city at a discount of 20%.

1) Special Training: PCRC offers orientations to city staff about the mediation program
and its services as part of the basic contract. In addition, there are training
opportunities for supervisory personnel, public contact employees and department
managers that include theory and practice of interest-based conflict management,
negotiation, mediation and facilitation skills.

,

"

....-_.
