The City’s
management is responsible for the assertion. Our responsibility is to express an opinion on the assertion
based on our examination.

Our examination was made in accordance with attestation standards established by the American Institute
of Certified Public Accountants and accordingly, included examining, on a test basis, evidence supporting
that the City’s schedule of cash receipts and disbursements is in compliance with those requirements and
performing such other procedures as we considered necessary in the circumstances. We believe that our
examination provides a reasonable basis for our opinion.

In our opinion, management’s assertion referred to above is fairly stated in conformity with the Agreement
for Distribution of San Mateo County Measure A Funds for Local Transportation Purposes in accordance with the
2004 Measure A for the fiscal year ended June 30, 2017.

This report is intended solely for the information and use of management, City Council, others within the
City and San Mateo County Transportation Authority Board and is not intended to be and should not be
used by anyone other these specified parties. However, this report is a matter of public record and its
distribution is not limited.

Badawi and Associates
Certified Public Accountants
Oakland, California
December 21, 2017

6.1.C. - Page 24
