<br /> <br />Page 5 of 16 <br /> <br />Commissioner Guerrero added that because of that, there would be no <br />enforcement. <br /> <br />Mr. Aknin it would be difficult to enforce at this point because of how <br />widespread short term rentals are around the city. He stated that there <br />is currently no revenue source for code enforcement. <br /> <br />Commissioner Guerrero asked about when they would require a <br />business license. <br /> <br />Ms. O’Dell explained that right now that two or fewer units does not <br />require a business license in the city. She stated they are not <br />suggesting to change anything, they just want to defer to the municipal <br />code. <br /> <br />Mr. Aknin stated that they may not have a business license <br />requirement, however, there will be some sort of registration and fee <br />involved. He explained a registration process used in Denver that <br />ensures proper registration, taxation, and enforcement. <br /> <br />Commissioner Guerrero asked what the registration fee would go <br />towards. <br /> <br />Mr. Aknin stated they would go towards the administration of the <br />program itself and code enforcement of the program. <br /> <br />Commissioner Guerrero asked how much it costs for code enforcement. <br /> <br />Mr. Aknin explained that the estimated cost is quite low, given the lack <br />of demand at the moment. He stated they would design their fee <br />appropriately based on size and scope. He stated they don’t expect <br />they would need a sole enforcement officer for the entire city. <br /> <br />Commissioner Guerrero asked if there is a way to limit the number of <br />people staying in a single bedroom. <br /> <br />Mr. Aknin explained how general occupancy standards operate. He <br />stated that you’re allowed to have two people per bedroom, plus one. <br />He stated they cannot define what a family is, so this limits the control <br />they have. <br /> <br />Commissioner Guerrero asked how corporate housing plays a role in <br />these regulations. <br /> <br />Mr. Aknin stated that there is some corporate housing within the newer <br />apartments and initially they were renting on a weekly basis. He stated <br />that staff reached out to those large companies and they agreed to rent <br />on a month by month basis. Most of these apartment buildings only do <br />10-15% of corporate housing. <br /> <br />Commissioner Guerrero stated that corporate housing is not included a <br />short-term rental. <br />7.B. - Page 27
