<br /> <br />Page 15 of 16 <br />Mr. Aknin confirmed there would be. <br /> <br />Commissioner Hale stated they have confirmed the 120-day rule, <br />ADUs, reporting back. She asked if there was anything else they <br />needed to discuss. <br /> <br />Mr. Rasiah asked for clarification as to how the commission feels on the <br />120-day rule. <br /> <br />Commissioner Hale stated that they are neutral on it. She stated they <br />do not have the data to make that decision either way. She asked that <br />the data be delivered to City Council to make a final decision on that <br />subject. <br /> <br />Mr. Aknin stated that they could get that information rather easily. <br /> <br />Commissioner Hale brought back up the issue of duplexes. She stated <br />it is not as clean as ADUs. She stated that this may be an issue with a <br />lot of gray area. She stated she would like duplexes to be covered by <br />the ordinance and they can reconsider it after a year. <br /> <br />Commissioner White stated the policy currently does not restrict <br />duplexes. He stated that his desire is to fill duplexes with long-term <br />residents. He stated he isn’t sure what the economics are. <br /> <br />Commissioner Hale stated she agrees they could go either way. She <br />stated that the number of cases is so small. She stated the question is <br />the upside of a few units worth the negative financial impacts on the <br />owner. <br /> <br />Commissioner Schmidt stated he wants to make sure the generality of <br />what they are talking about is conveyed to the council to ensure they <br />are able to make policy. <br /> <br />Mr. Aknin stated if they move forward and include the duplexes under <br />the primary residency requirement. They will include the discussion and <br />the various pros and cons that the commission discussed so that the <br />City Council can have the same discussion. <br /> <br />Commissioner Guerrero stated that she wants to ensure this discussion <br />is captured for the City Council. She asked how many duplexes they <br />have in the city. <br /> <br />Mr. Aknin stated it is approximately 800 total units. <br /> <br />Vice Chair Bondonno provided a summary of the commission’s <br />discussion. He stated that they heard some specific proposed changes <br />and some general discussion that they want the City Council to hear. <br />The very specific change he heard was that they would allow ADUs in <br />this ordinance and striking any reference to the requirement of a <br />business license. He stated he is looking for someone to make a <br />motion. <br /> <br />7.B. - Page 37
