6.1.D. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />January 22, 2018 <br />SUBJECT <br />Amendment No. 3 to Amended and Restated Agreement for Professional Services with <br />West Coast Code Consultants, Inc. <br />RECOMMENDATION <br />By motion, approve, and authorize City Manager to execute Amendment No. 3 to <br />Amended and Restated Agreement for Professional Services with West Coast Code <br />Consultants, Inc. in the amount of $349,000 (for a total of $2,100,000) for building <br />inspection and plan review services. <br />BACKGROUND <br />In November 2014, the City issued a request for proposals (RFP) for building inspection <br />and plan review services. At the July 27, 2015 meeting, the City Council approved the <br />execution of professional service agreements with West Coast Code Consultants (WC3) <br />and several other consultant firms to perform plan check review and building inspection <br />services for the Building Division and Fire Department to augment the capacity of City <br />staff. The original contract amount with WC3 was for $81,000. <br />Following the original Agreement, City Council has also approved the following <br />agreements and amendments with WC3: <br />- May 9, 2016. Amended and restated agreement to refine the process for <br />assigning plan review and increase the agreement amount by $670,000. <br />- May 22, 2017. Amendment No. 1 extended the term and increased the contract <br />amount by $500,000. <br />- August 28, 2017. Amendment No. 2 increased the contract amount by $500,000 <br />for an aggregate amount of $1,751,000. <br />This current request is for a proposed Amendment No. 3 to increase the contract <br />amount by another $349,000 for an aggregate amount of $2,100,000. <br />In August 2017, staff issued a new Request for Proposals for Building Inspection and Plan <br />Check Review services.
