6.1.E. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />January 22, 2018 <br />SUBJECT <br />Agreement with Moore lacofano Goltsman, Incorporated (MIG) to conduct a Park Needs <br />Assessment <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute an agreement with MIG, <br />Inc. in the amount of $69,980 to conduct a Park Needs Assessment <br />BACKGROUND <br />In 2008, the City hired the firm of Moore lacofano Goltsman (MIG) to develop a park <br />needs assessment report for future planning of the parks system. This detailed <br />assessment and final report allowed the City to review demographic and recreation <br />trend information and identify locations for additional parks and community recreation <br />facilities within Redwood City. The original 2008 report has helped to guide capital <br />improvement priorities over the last nine years. Many of the recommendations from this <br />report have been completed. An updated report will help guide decision making for the <br />next ten years and provide the nexus for adjusting the park impact fee rates on <br />developments within the City. <br />ANALYSIS <br />Staff received and evaluated two consultant proposals and found MIG's proposal to be <br />responsive within the project funds available. The agreement requires MIG to assemble <br />data developed by staff, facilitate community input on the recreational needs of the <br />Redwood City community, identify community and industry trends, develop criteria to be <br />used in determining the location of potential new parks and community recreational <br />facilities, and develop costs and funding sources for the future. This project should be <br />complete within nine months from date of contract execution. <br />The two proposals that the City received were from MIG, Inc. and Gates and <br />Associates. MIG, Inc. is the lowest responsive and responsible bidder at $69,980. Gates <br />and Associates provided a bid of $78,250. <br />
