6.1.G. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />January 22, 2018 <br />SUBJECT <br />Consideration of Neighborhood Street Enhancement Program for Neighborhoods <br />bordering Stanford University Administrative Campus <br />RECOMMENDATION <br />By motion, approve the Neighborhood Street Enhancement Program Implementation <br />Plan <br />BACKGROUND <br />In September 2013, the City Council approved the Stanford in Redwood City Precise <br />Plan, a plan for a new administrative campus for Stanford University in Redwood City. <br />This campus, located at the southeast portion of Redwood City along Highway 101, <br />borders three different residential neighborhoods: Friendly Acres, North Fair Oaks <br />(unincorporated County area) and Redwood Village. <br />As part of the approved Development Agreement, Stanford University agreed to <br />contribute $1,500,000 towards a Neighborhood Street Enhancement Program (NSEP) <br />for the three neighborhoods potentially affected by the new office campus. These funds <br />were to be distributed in three phases: an initial installment of $150,000, a near term <br />implementation fund of $600,000, and a long-term implementation fund of $750,000. <br />The funds are to be used towards neighborhood street enhancements that the residents <br />of the neighborhoods prioritized. These enhancements could include neighborhood <br />signage, trees, bulb -outs, landscape elements, bicycle facilities, traffic circles, chicanes, <br />public art or other features creating a safe and attractive neighborhood. <br />On September 16, 2016, the City published a Request for Proposals to create a <br />Neighborhood Street Enhancement Program (NSEP): Community Prioritization <br />Process, Plan Development, and Conceptual Design to decide how to use these funds. <br />In December 2016, the City Council approved a contract with TJKM to complete this <br />work. <br />ANALYSIS <br />Over the past ten months, the consultant team, led by TJKM, in conjunction with City <br />staff, prepared the NSEP Implementation Plan.
