6.1.H. - Page 2 <br />ANALYSIS <br />On November 17, 2017, a Notice Inviting Sealed Bids to an RFP for Online Homework <br />Help Services was published in the Daily News with a submission deadline of 3:30 pm <br />on December 6, 2017. Additionally, copies of the bid notice were emailed to two <br />companies. The Library received four bids, which the City Clerk provided to Library staff <br />on December 6, 2017. <br />An evaluation team consisting of staff from the Library and a board member from the <br />Friends of Redwood City Public Library (which provides funding to support the service) <br />evaluated the four proposals. Proposals were evaluated on quality and completeness of <br />the proposal; quality, performance, and effectiveness of services to be provided by the <br />proposer; proposer's experience, including the experience of staff to be assigned to the <br />project, the engagements of similar scope and complexity; cost to the City; proposer's <br />ability to initiate the work within the time specified; proposer's prior record of <br />performance with City or other; and proposer's compliance with applicable laws, <br />regulations, policies, guidelines and orders governing prior or existing contracts <br />performed by the proposer. The RFP required detailed responses describing the City's <br />system requirements, service specifications, customer service expectations, reporting <br />capabilities, system support, training, system maintenance service, and other <br />requirements. <br />The proposal from Brainfuse, Inc. demonstrated the ability to meet or exceed all of the <br />City's requirements for online homework help services, as well as providing the lowest <br />cost to the City of any of the four proposals. <br />ALTERNATIVES <br />The City Council may choose not to award the contract and direct staff to request <br />additional proposals for this project. <br />FISCAL IMPACT <br />Funds for Library materials are appropriated annually, and are budgeted at $658,788 for <br />FY2017-18. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under CEQA as defined in CEQA Guidelines, section <br />15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />�w1 <br />DEREK WOLFGRAM <br />LIBRARY DIRECTOR <br />
