8.C. - Page 10 <br />The scouine session will be conducted by the Citv Council at its January 22, 2018 regular <br />meeting, which begins at 7:00 PM, in the Redwood Citv Council Chambers, 1017 Middlefield <br />Road, Redwood Citv. <br />Project Title: Harbor View Project ("Project') <br />Project Applicant: Jay Paul Company <br />Project Location: See Figure 1, Location and Regional Context, attached. The Project site is <br />located on the San Francisco Bay side of U.S. Highway 101 (the Bayshore <br />Freeway), and is generally bounded by Highway 101 on the south, Blomquist <br />Street on the north, Old Seaport Boulevard on the east, and the new San Mateo <br />County Replacement Jail (County Jail) and railroad spur to the Graniterock <br />operations (north of Blomquist Street) on the west. <br />The Jay Paul Company, the Project applicant, assembled the 27.08 -acre Project <br />site comprised of parcels that previously included the former Malibu Raceway and <br />Golf Course, building supply and light industrial uses, and a gasoline service <br />station. The majority of the Project site is vacant and includes a temporary <br />construction office that fronts Blomquist Street. <br />Project Description: The proposed Project is a high tech office campus with four 7 -story office <br />buildings, one 4 -story and one 6 -story parking structure, and a one-story employee <br />amenities building. As shown in Figure 2, Illustrative Site Plan, the overall <br />Project concept is an office campus centered with an approximately four -acre <br />green space with a series of landscaped spaces that comprise approximately 38 <br />percent of the Project site. The central green space connects all the Project <br />buildings with a landscaped promenade. The proposed Project also includes 10% <br />of the site reserved for public access with perimeter landscaped pedestrian and <br />bicycle pathways and seating areas. <br />The proposed Project will develop 1,179,747 square feet (sq.ft.) of commercial <br />office use, in addition to 35,000 square feet of amenities use. The Project has a 1.0 <br />FAR (The four proposed office buildings are each approximately 286,000 sq.ft. in <br />floor area and 100 feet tall (plus mechanical equipment screen). The proposed <br />amenities building is 45 feet tall and approximately 35,000 sq.ft. The Project <br />proposes up to 3,855 on-site parking spaces. The Project applicant proposes to <br />implement a Transportation Demand Management Program (TDM) to reduce <br />vehicle trips by 30% through incentives for utilization of public transportation, <br />funding of a last mile commuter shuttle and on-site amenities to encourage <br />carpooling and bicycling. <br />The project proponent requests a General Plan and Zoning Map Amendment to <br />change the General Plan land use designation from Industrial -Light (LI) and <br />Industrial -Port Related (IP) to Commercial Office Professional/Technology (CP) <br />and change the Zoning Map district from Industrial Restricted (IR) and General <br />Industrial (GI) to Commercial Park (CP). <br />W <br />
