EXHIBIT "A' <br />SCOPE OF SERVICES AND FEE <br />Project Scope: Facilitate Council Evaluation Process for City Manager, City <br />Attorney, and City Clerk <br />1. Planning meeting(s): Personnel Sub -Committee to agree on the process (2-3 <br />hrs.) <br />2. Consultant: Review past process, goals and priorities of each Direct Report. (3 <br />nrs.) <br />3. Each Direct Report: Complete a self-evaluation on accomplishments, goals, <br />professional development; send to City Council and debrief with Dr. Manning (3 <br />hrs.) <br />4. Consultant will hold individual one-on-one meetings with Council for each <br />direct report: Asking "What should they continue doing? Stop doing? Start <br />doing?" Get specific examples. Also get feedback on their goals and <br />accomplishments. (7x3=21 hrs.) <br />5. Consultant summarize themes (3); present to Council: For validation and <br />Council's consensus on priorities and goals for each Direct Report. (3x1=3 hrs.) <br />6. Consultant develops written summary of feedback (3x1=3 hrs.) <br />7. Debrief each direct report with evaluation results: Mayor and Vice Mayor or <br />entire Citv Council, and facilitator (3 hrs.) <br />8. Direct Report will each write professional development goals in response <br />to the feedback and give to Council <br />9. Personnel Sub -Committee, Direct Report and Dr. Manning: After each <br />evaluation, meet to re-evaluate the process (3 hrs.) <br />10.Adjustments to compensation will be handled by the Personnel Sub - <br />Committee and are not included in this scope of work. <br />11.
