[30 'Mr. Werder presented a verbal report of progress on the Spring Festival'. A lengthy discussion followed, in which Mr. Morton sugg- ested that there has been no center of responsibility and consequent- ly a considerable duplication of effort. He suggested that Mr. Mill- ington was the logical man to head a central committee. He also sugg- ested that this central committee appoint sub-committee to handle single events, such as the pet show, parade, police pistol shoot, etc. MSC that a commi'ttee composed of Mr. Spinas, chairman 7 Mr. Bog- ie and Mr. Werder handle the entire Spring Festival, and that they feel free to/ask a~ ~~ers of ~e ~~ittee for assistanœ. , The secretary was directed to write Mr. Spinas a letter inform- ing him of his appointment as committee chairman and to notify him that his committee will have full power to make arrangements without consulting a higher authority. UNFINISHED BUSINESS: MSC that the chairman write a letter to the city council asking a showdown on the Five Points Playground matter, and asking an ex- pression by the council on the exact status of the Committee in city government. - NEW BUSINESS: Mr. Werder and Mr. Peterson were directed to contact Mr. Mill- ington on the plan to make the Committee an official city commission with power to administrate its own budget, following a suggestion by Mr. Van Gun dy . The secretary was directed to notify members by postal card of a special meeting February 23 at 7:30 p.m. in the city hall.
