This method is a customized approach, <br />specific to each jurisdiction, for cost analysis of user fee services. This costing method <br />uses time and annual activity level data to establish the cost of providing services on both <br />a unit and annual level. Once the time spent for a fee activity is determined for each <br />individual or position, the team uses its fee and rate software to apply applicable City <br />costs to the calculation of the full cost of providing each service.
