January 14, 2002

Subject
Approval of the Award of Contract - Main/Maple & Broadway/Hopkins Intersection
Improvements

Recommendation
Approval of the award of contract for the Main/Maple & Broadway/Hopkins Intersection
Improvements Project to the lowest responsible bidder, J.J.R. Construction, of San
Mateo, California, for their Iow bid of $347,192.55.

Background
As part of the 2000/2001 CIP, the Main/Maple & Broadway/Hopkins Intersection
Improvements were approved. The City hired the firm of John Cahalan Landscape
Architects to design the landscaping for this project.

At both intersections, temporary delineators and striping were installed as a '~est" case
to evaluate the traffic circulation. During the past several years, the traffic circulation
has improved, and the time has come for making permanent improvements.

The original scope of the project was to replace the temporary delineators and striping
with hardscape, such as concrete medians or brick pavers. This included six new
median islands - two at Main/Maple and four at Broadway/Hopkins. After review by the
Architectural Review Committee (ARC) and the Plan Review Committee (PRC), the
scope of the project expanded to enhance these areas with landscaping, irrigation, and
installation of new street lights. This project also includes improvements in front of the
Forrestor's Hall, which the owners have committed to fund. Staff is proposing to fund
these increases through several programs such as the Underground Overhead Utility
and the Street Pavement Management Program, if necessary.

The original budget for installing new hardscape improvements was $220,000 of which
$175,000 was budgeted for construction; and $45,000 for the design and construction
administration. After incorporating the requested improvements such as landscaping,
irrigation, concrete pavers, and new street lighting from the ARC and PRC, the budget
was increased to $300,000 of which $250,000 was for construction; and $50,000 for
design and construction administration. The final design incorporates replacing
temporary delineators, installing new landscaping in the paved median islands,
upgrading plant material in areas that have landscaping, adding irrigation, and installing
new street lighting. Planting includes expanding and adding new sod grass, shrubs and
trees in the medians.

Since December 2000, John Cahalan Landscape Architects have been designing, and
preparing the plans, specifications, and cost estimates. After bids were opened for a
similar type of project that the architect was designing (El Camino Median Island

-1-
