January 14, 2002 <br /> <br />Subject <br />Approval of the Award of Contract - Main/Maple & Broadway/Hopkins Intersection <br />Improvements <br /> <br />Recommendation <br />Approval of the award of contract for the Main/Maple & Broadway/Hopkins Intersection <br />Improvements Project to the lowest responsible bidder, J.J.R. Construction, of San <br />Mateo, California, for their Iow bid of $347,192.55. <br /> <br />Background <br />As part of the 2000/2001 CIP, the Main/Maple & Broadway/Hopkins Intersection <br />Improvements were approved. The City hired the firm of John Cahalan Landscape <br />Architects to design the landscaping for this project. <br /> <br />At both intersections, temporary delineators and striping were installed as a '~est" case <br />to evaluate the traffic circulation. During the past several years, the traffic circulation <br />has improved, and the time has come for making permanent improvements. <br /> <br />The original scope of the project was to replace the temporary delineators and striping <br />with hardscape, such as concrete medians or brick pavers. This included six new <br />median islands - two at Main/Maple and four at Broadway/Hopkins. After review by the <br />Architectural Review Committee (ARC) and the Plan Review Committee (PRC), the <br />scope of the project expanded to enhance these areas with landscaping, irrigation, and <br />installation of new street lights. This project also includes improvements in front of the <br />Forrestor's Hall, which the owners have committed to fund. Staff is proposing to fund <br />these increases through several programs such as the Underground Overhead Utility <br />and the Street Pavement Management Program, if necessary. <br /> <br />The original budget for installing new hardscape improvements was $220,000 of which <br />$175,000 was budgeted for construction; and $45,000 for the design and construction <br />administration. After incorporating the requested improvements such as landscaping, <br />irrigation, concrete pavers, and new street lighting from the ARC and PRC, the budget <br />was increased to $300,000 of which $250,000 was for construction; and $50,000 for <br />design and construction administration. The final design incorporates replacing <br />temporary delineators, installing new landscaping in the paved median islands, <br />upgrading plant material in areas that have landscaping, adding irrigation, and installing <br />new street lighting. Planting includes expanding and adding new sod grass, shrubs and <br />trees in the medians. <br /> <br />Since December 2000, John Cahalan Landscape Architects have been designing, and <br />preparing the plans, specifications, and cost estimates.
