REPORT <br /> To the Redevelopment Board <br /> From the Executive Director <br /> <br />January 14,2002' <br /> <br />Subject <br />Keyser Marston Associates Consultant Services Agreement Amendment No. 1 <br /> <br />Recommendation <br />Approve amendment No. 1 to the agreement with Keyser Marston Associates (KMA) for <br />professional consulting services to assist the Agency in planning and negotiations for <br />various projects in the redevelopment area with an additional authorization not to exceed <br />$100,000. <br /> <br />Background <br />The Agency requires professional consulting services for development proiects in the <br />redevelopment area. KMA is a highly skilled and qualified firm providing services in real <br />estate, economics and redevelopment. The firm has successfully advised the Agency for <br />over fifteen years and is very familiar with the local economy and environment. Tim Kelly <br />has been the Principal assigned to Redwood City's projects during this entire period. <br /> <br />KMA has assisted staff with all the major proiects implemented by the Agency, including: · Sequoia Station <br /> · Wyndham Place <br /> · Mezes Plaza <br /> · City Center Plaza <br /> <br />What Do They Do? <br />Their services in connection with the Downtown Retail-Cinema project over the last two <br />years are a good illustration of their typical activities for the Redevelopment Agency. At <br />the earliest stages of the project, they advised staff on the most effective ways to structure <br />the request for proposal (RFP) documents. KMA has extensive experience with both <br />residential and commercial projects and they know the strengths of major developers and <br />commercial tenants. Once proposals were received, KMA prepared in-depth economic <br />analyses of the proposals and then made recommendations on the best offer for the <br />Agency. Agency Board members involved with the Retail-Cinema sub-committee reviewed <br />the detailed analyses prepared by Mr. Kelly. <br /> <br />Once the developer, Western Innisfree Ventures, was selected, KMA became an essential <br />resource to staff involved with the negotiations for the Disposition and Development <br />Agreement (DDA). The negotiation process was time intensive and KMA continually <br />analyzed the financial parameters and advised staff accordingly until a DDA was <br />1 <br /> <br /> <br />
