REPORT
To the Honorable Mayor and City Council
From the City Manager

January 14,2002

Subject
Rental Agreement with San Mateo county for Alternate Dispatch Center

Recommendation
City Council authorize a motion for the City Manager to sign agreement with San Mateo County
Communications to provide office space at the Redwood City Fire Department, Station 9, located
at 755 Marshall Street, Redwood City.

Background
San Mateo County Communications has been looking for support from several county agencies
and the San Mateo County City Manager's group to develop an alternate Dispatch Center. Over
the last several years it has become apparent that the need for an alternate site for County
emergency dispatching of Fire and Police is a necessity. There have been several incidents at
the County building calling for a complete evacuation of the site. Dispatchers were unable to
leave the site because of the critical need for continued service.

Redwood City was contacted and asked whether there was a location in proximity to the existing
County Communications Center to install an alternate Dispatch Center for Fire Dispatch. The
Fire Department's headquarter site was assessed and a site was identified that could be made
available at Station 9. An office space, which was being used as a storage area, has the
capability of being converted to an alternate Dispatch Center on the third floor. It is practical to
use this space for an alternate Dispatch Center, which is in close proximity to the existing
Dispatch Center. The County of San Mateo will be responsible for all moving and installation
costs, and is willing to pay rent for the space at current County rental costs charged to the
County Communications Division. The facility is to be used, as needed, and made available on
a 24-hour basis, seven (7) days a week in the event that an emergency situation shuts down the
primary County Communications Dispatch Center located in the basement of the county Center.
This would allow emergency dispatch services to continue in a timely manner. The rental
agreement document is attached.

Fiscal Impact
There will be a positive financial impact to the City. The rental agreement is for $9,854 annually,
to be paid to the City of Redwood City.
