January 14,2002 <br /> <br />Subject <br />Annual Report to Legislative Body by Redevelopment Agency <br /> <br />Recommendation <br />That the City Council receives this report, consisting of the following items, by motion. <br /> <br /> 1. Annual Independent Audit <br /> 2. Report to the State Controller <br /> 3. Additional information provided by this staff report. <br /> <br />Background <br />Chapter One, Article 6 of the Community Redevelopment Law deals with Redevelopment <br />Agency reporting requirements to the Legislative Body (the City Council) and to the state. <br />There are three components to the information that the Redevelopment Agency is required <br />to prepare, shown above. <br /> <br />The independent Audit and the Report to the State Controller are attached to this report. <br />The remaining text of this staff report addresses the remaining issues, including: <br /> <br />1. Agency progress in alleviating blight in the previous year. <br />2. A list of and status on all loans made by the Redevelopment Agency that are in default. <br />3. A description of the total number and nature of properties that the Redevelopment <br /> Agency owns and those acquired in the previous year. <br /> <br />Alleviation of Blight <br />During the period from July 1,2000 to June 30, 2001, the Agency took the following actions <br />to alleviate blight: <br /> <br /> 1. On the Agency owned property at El Camino and Vera Avenue, the Agency <br /> conducted Phase II environmental analysis of the parcels to determine the <br /> presence and possible extent of any contamination. The process of relocating <br /> the residential and commercial tenants was started. <br /> 2. The Agency negotiated and entered into a Disposition and Development <br /> Agreement (DDA) concerning the proposed Downtown Retail/Cinema Project. <br /> This project proposes to redevelop two blocks of downtown (bounded by the <br /> railroad tracks, Jefferson Avenue, Broadway and Middlefield Road) that <br /> contained blighted properties. <br /> <br /> <br />
