Staff would inform residents of these changes in advance of the new <br />rules going into effect. <br /> <br />ALTERNATIVES <br />The Council may choose not to adopt the proposed ordinance revisions, or may direct <br />staff to prepare alternative language for consideration. <br /> <br />FISCAL IMPACT <br />A considerable amount of staff time has been spent considering and drafting the <br />attached ordinance revisions. In addition, Police Department personnel time will be <br />utilized to enforce these regulations. <br /> <br />ENVIRONMENTAL REVIEW <br />The proposed Ordinance Amendment is not a project within the meaning of section <br />15378 of the CEQA Guidelines because it has no potential for resulting in physical <br />change in the environment, either directly or ultimately.
