REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />February 12, 2018 <br /> <br />SUBJECT <br />Receive Update and Provide Direction on the Draft Citywide Transportation Plan <br /> <br />RECOMMENDATION <br />Provide feedback on the Draft Citywide Transportation Plan, "RWCmoves" <br /> <br />BACKGROUND <br /> <br />Regional Context <br />The regional economy has been growing for more than eight years now. The increasing <br />numbers of jobs, declining unemployment rates, inadequate historical housing <br />production, and public transit capacity constraints have resulted in people commuting <br />longer distances. This has meant vehicles are putting more miles on our streets and <br />freeways than ever before. In addition, the strong economy has increased demand for <br />new development, increasing the local daytime and nighttime populations. Throughout <br />this period of growth, Redwood City community members have been increasingly <br />concerned about how this economic growth is impacting the quality of life in Redwood <br />City. Specifically related to transportation, community members have expressed <br />concerns about overall traffic congestion, “cut-through” traffic in residential <br />neighborhoods, pedestrian safety, and access to affordable alternatives to driving alone. <br /> <br />Previous Related Council Actions <br />In response to these and related concerns, the City Council held a study session <br />focused on managing growth in February 2016. At that meeting, the Council directed <br />staff to move forward with the several strategies to better manage the impacts <br />associated with economic growth. One key strategy was the development of a <br />comprehensive citywide transportation plan. The Fiscal Year 2016/17 budget included <br />funding for this planning process. Following a competitive bidding process and input on <br />the scope of work in October 2016, the Council authorized a professional services <br />agreement with Fehr & Peers for transportation planning and engineering services for <br />the development of a citywide transportation plan. <br /> <br />Community Outreach and Plan Development <br />Since then, and with the support of Fehr & Peers, staff has worked with the community <br />to develop the draft Citywide Transportation Plan, called “RWCmoves.” At the beginning <br />9.A - Page 1
