2. Provide seamless connections and improved street access to all areas <br />within the City, but especially along mixed-use corridors designated in the <br />General Plan and Citywide Transportation Plan <br />3. Embrace innovation in all forms of emerging technologies, especially in ways to <br />creatively manage congestion and the transportation system <br />4. Increase trips by transit, walking or biking to more than 50% of all trips by 2040; <br />ensure most automobile trips are in zero emission vehicles <br />5. Invest in projects that support a resilient, equitable and sustainable transportation <br />system <br /> <br />These goals were developed by staff and the consultant team and were refined <br />following Complete Streets Advisory Committee (CSAC) feedback. <br /> <br />The draft Citywide Transportation Plan visions and goals are covered in Chapter 1, <br />“City’s Envisioned Future”. This chapter is followed by (2) “Where We Are Starting <br />From” (Existing Conditions), (3) “Moving Ahead” (Community Engagement), (4) <br />“Reaching Our Destination” (Proposed Transportation Program) and (5) “Where Do We <br />Go From Here” (Action Plan/Implementation). The draft Plan is available on the project <br />website (www.RWCmoves.com) and the City’s website. <br /> <br /> <br />Existing Conditions <br />Data was collected from a variety of sources to establish baseline, existing conditions <br />for all forms of transportation. Sources included: Census data on commute trips, <br />collision data, traffic volume counts, manual trip counts at various land uses, vehicle <br />speed, ongoing transportation planning efforts (such as the El Camino Real Corridor <br />Plan and the Downtown Transit Center and Streetcar Study), and City Geographic <br />Information System (GIS) information on transportation networks. Summary findings are <br />included in Attachment 1. <br /> <br />Highlights from Chapter 2, “Where Are We Starting From?” and Appendix A, “Existing <br />Conditions Report,” include: <br /> <br />· Residential drive alone rates are lowest near major transit routes, where population <br />density is higher, and where incomes are lower. Overall, 73% of Redwood City <br />residents drive alone to work <br />· Vehicular access is spread fairly evenly among the major roadways serving the city <br />– 43% on Highway 101, 19% from Interstate 280, 9% from Alameda de las Pulgas, <br />18% from El Camino Real, 6% from Middlefield and 4% from Bay (see Figure 2) <br /> <br /> <br /> <br /> <br />9.A - Page 4
