forward to ask for that. This is factually incorrect, and important for the Council <br />to have corrected for the record. <br />b. I personally have asked both OPC and Ms. Diaz herself that I be offered a live <br />aboard berth at the Municipal Marina. My interactions with OPC were both <br />written and oral, and with Ms. Diaz in writing (for example in my Relocation <br />Assistance Appeal Form sent to Ms. Diaz on June 13, 2017). I also raised this <br />request in my Appeal hearing (with OPC present), where the Appeals Officer <br />noted that this was not in her jurisdiction. I do realize that it is possible that OPC <br />has not conveyed this information to Ms. Diaz and that she has not read my <br />written submissions to her. However, it is important for Council to know that Ms. <br />Diaz' response to Council's question was factually inaccurate. I understand that <br />others at Docktown have also requested a berth at the Municipal Marina, <br />including in the appeals hearings. <br />c. So far, nobody from the City or OPC has discussed this request with me, and I <br />have not been offered any help to move to the Municipal Marina. I remain <br />willing to move my home vessel to the Municipal Marina, and even to purchase a <br />new "compliant' live aboard vessel should my current vessel not fit the Municipal <br />requirements. I believe that the Municipal Marina is about to complete their <br />process to authorize live aboard berths. I ask the Council to give me, and my <br />neighbors at Docktown who have also requested such berths, priority for any live <br />aboard berths at the Municipal Marina. I think this is fair, is what was intended <br />by the Docktown Plan and the Staff Report (dated 12/12/16), and would help to <br />resolve this tragic and difficult situation at Docktown. <br />2. Compensation offered to purchase vessels under the Docktown Plan <br />a. Under the Docktown Plan, Council authorized the City and OPC to offer fair <br />market value compensation to residents at Docktown for their homes there. <br />Initially, I understand that OPC offered very low compensation for vessels, <br />treating them as essentially "boats" rather than as residences in a desirable <br />location. (That may also have been the basis of the original unrealistically low <br />budget forecast for the Docktown Plan.) More recently, OPC began offering <br />market-based compensation for the vessels they consider to be "floating homes" <br />or "barge -based dwellings" (here referred to as "floating homes"). The distinction <br />here is, for example, offering up to $30,000 for a boat, versus $800,000 for a 2- or <br />3 -bedroom "floating home." This is a very important distinction, and can make <br />the difference between a Docktown resident being able to afford other housing or <br />being homeless. <br />b. I heard at the meeting and understand that the change to offer fair market value <br />prices for the "floating homes" is the primary reason that the budget was <br />increased at the January Council meeting. I am very supportive of those true <br />market-based offers, that is the right approach for the City to take. <br />c. My concern is that OPC and the City are NOT offering market-based housing <br />compensation to me, and to others in similar situations. My vessel is a two- <br />bedroom, one -bath home of roughly 450 square feet of usable living space. It was <br />originally a flat-topped houseboat, which was remodeled to be a live aboard home <br />many years ago. I have lived on my vessel since 2008, and it has never left its <br />
