Review under the California Environmental Quality Act (CEQA) is not required for <br />projects that are disapproved under CEQA Guidelines Section 15270. Nevertheless, as <br />the lead agency, City of Redwood City has determined that the 2017-2018 Redwood <br />Creek Replacement Project meets the CEQA exemption criteria as set forth in CEQA <br />Guidelines Section 15301 (“Existing Facilities”) and Section 15302 (“Replacement or <br />Reconstruction”) of the CEQA regulations. Furthermore, this project has been designed <br />compliant with the City’s Engineering Standards and accepted practices. This project will <br />also adhere to requirements of all applicable permits, including but not limited to: <br />Nationwide Permit 3 Maintenance (NWP-3) from USACE, Conditional Water Quality <br />Certification (401-WQC) from RWQCB, and Streambed Alteration Agreement from <br />CDFW. <br />This project does not require a National Pollutant Discharge Elimination System <br />(NPDES) General Permit for storm water discharges associated with construction and <br />land disturbance activities pursuant to Attachment A.2 of Order No. R2-2015-0049, <br />NPDES Permit No. CAS612008, which exempts projects to update existing lines and <br />facilities. However, the proposed construction will employ storm water pollution <br />prevention best methods and practices. <br /> <br />JOEL B.
