another option, payment for billable time is within the City Manager’s authority under the <br />City’s purchasing ordinance. <br /> <br />ALTERNATIVES <br />The Council could direct staff to conduct a new process to select a professional services <br />provider. This would delay commencement of negotiations and impact staff’s ability to <br />complete new agreements before the current agreements expire. <br /> <br />The Council could direct staff to conduct negotiations using internal staff as lead <br />negotiators. If this option were selected, staff would seek authorization for additional <br />temporary assistance in order to ensure timely negotiations and concurrent delivery of <br />other essential HR services. <br /> <br />FISCAL IMPACT <br />The proposed agreement is for sixteen months, not to exceed $120,000. A portion of <br />the cost for the current fiscal year will be included in the proposed mid-year budget <br />amendments on the February 26 Council agenda.
