There may also be a concern that the proposed building will impact open space, Clearly, the <br />project will displace an a×isting parking lot site originally conceived as recreational open space <br />for employees. However, the site has already been converted to a non-open space use (i.e., a <br />City approved parking lot) and there are still significant amounts of open space along the <br />Belmont Slough on each side of the site. Also, Oracle employees do have other recreational <br />activities in its indoor gym facilities. In addition, there will be a large play area for children, and <br />thus a portion of the site will still have some look and feel of open space. <br /> <br />The proposed "Commercial/Office" classification would be appropriate for the site, as it is similar <br />to the surrounding General Plan designation for the Oracle campus, and would permit the <br />proposed childcare facility. <br /> <br />No one from the Redwood Shores community spoke against the project at the Planning <br />Commission hearing. There was one letter of opposition that is attached. <br /> <br />Environmental Assessment <br />As required by the California Environmental Quality Act, the City prepared an environmental <br />assessment to dete~ihine what environmental impacts, if any, would be generated by the project <br />and the required General Plan Amendment. The City concluded that the project would no.._~t have <br />a significant impact on the environment as long as certain mitigation measures ara undertaken. <br />Staff prepared a "Mitigated Negative Declaration" which the Planning Commission adopted on <br />January 15, 2002. The Mitigated Negative Declaration is on file with Planning and <br />Redevelopment. <br /> <br />Architectural Review CommltteelPlanning Commission Action <br />The Architectural Review Committee contingently approved the design of the project on <br />November 27, 2001, The Planning Commission approved the Amendment to the Planned <br />Development Permit, Tentative Map, and Mitigated Negative Declaration on January 15, 2002. <br />It also recommended approval of the General Plan Amendment to the City Council. Please refer <br />to the attached Staff Reports and Minutes from the ARC and Planning Commission for further <br />information. <br /> <br />Alternatives <br />Deny the General Plan Amendment.
