Council Member Howard asked if Public Works, Services Director Ingram <br /> could keep Council informed on the status of AB 1823. <br /> <br /> Council Member Ruskin responded as both the Council liaison to Bay Area <br /> Water Users Association (BAWAU) and Chair to the Committee for Reliable <br /> Water Supply. He stated that a draft letter and resolution has been prepared and <br /> each of BAWAU's 29 member agencies, including Redwood City, are being <br /> asked to pass a resolution and a letter of support for the various kinds of <br /> legislation being introduced. AB 1823 was introduced into the Assembly by <br /> Members Papan, Simitian and Dutra, and Senator Speier will bc introducing <br /> legislation. There will also be a companion legislation piece to AB 1823 that <br /> will enable the formation of a new water district that will encompass the 29 <br /> BAWAU agencies, without San Francisco. The initial purpose of that agency <br /> will be to enable the agencies to better contract for additional water supplies <br /> and wheel the water supply through the Hetch Hetchy system. He further stated <br /> that the draft resolutions and letters of support will be forthcoming and the <br /> agencies will be kept apprised of the status of the various legislation. AB 1823 <br /> is expected to be before Committee at the end of February. <br /> <br /> · Recess: 8:10- 8:20p. m. <br /> <br /> C. Discussion and Follow-Up of City Council Priorities for Fiscal Year 2002/2003 <br /> and Fiscal Year 2003/2004; <br /> <br /> Mayor Claire explained that a Council Priority Setting Session w~ held on January 26 <br /> and this topic is the follow-up to that session facilitated by Dr. Cecil Reeves. <br /> <br /> Dr. Reeves stated that this is the second step in the formation of priorities and that no <br /> priorities are set until thc collective Council dctcmfines those priorities. At the January <br /> 26 session, 41 ideas were generated as possibilities and subsequently; they were rated <br /> individually by Council Members. Those items were to be reviewed at this time and <br /> discussion of the possibilities of moving them forward to the next phase of the process. <br /> The process agreed to on January 26 was that if four Council Members (majority) gave <br /> an item an "A" ranking, that item would be considered a primary priority item. After <br /> discussion of various items, 15 new items were added to Council Priorities with the <br /> cut-off set by Council of each item having 4 or more "A' rankings. <br /> <br /> The results of the prioritizing are on file in the Office of thc City Manager and City <br /> Clerk (dated 2/8/02, "A List" and "B List" Items). City staff will develop an analysis <br /> of the ranked priorities and provide Council with the budget implications and <br /> feasibility of each of the items from the ",4 List" items at a future Council meeting. <br /> <br />10.
