IREPORT <br /> <br /> From the C~ty Manager <br /> <br />February 25, 2002 <br /> <br />Subject <br />Final acceptance of Redwood Shores Fire Station No. 20 & Maintenance Facility Project <br /> <br />Recommendation <br />By motion, accept the Redwood Shores Fire Station No. 20 & Maintenance Facility Project <br />and authorize the City Manager to release Certificate of Deposit retention <br /> <br />Background <br />On November 25, 1996, the City Council passed Resolution No. 12960 approving and <br />authorizing execution of agreement for "Construction Management / General Contractor" <br />(CM/GC) services with Rudolph & Sletten, Inc. of Foster City, CA. in the amount of <br />$279,560.00. In so approving, the City Council affirmed its intention to amend the <br />agreement at a subsequent time to include subcontractor's lowest responsible bids for <br />each project bid package and to establish a "Final Agreed Price" (FAP)for the construction <br />portion of this project. <br /> <br />On May 19, 1997 the City Council accepted lowest responsible bids and amended the <br />Rudolph & Sletten agreement to include Iow bids, allowances and a contingency of 5 <br />percent, arriving at a FAP of $3,178,437.00. <br /> <br />The new Redwood City Fire Station No. 20, located at 680 Redwood Shores Parkway and <br />the Redwood Shores Maintenance Facility at the SBSA Waste Water Treatment were <br />certified as "substantially complete" on March 17, 1998 and the public grand opening <br />occurred on May 9, 1998. Between June and October 1998, staff began to observe new <br />cracks in the Apparatus Room concrete slab floor. The project architect, DES Architects + <br />Engineers (DES) was notified of the City's concern in late November 1998, and staff <br />decided to delay the Council's final acceptance of the project until some resolution of the <br />cracking problem had occurred. Staff engaged the services of Exponent Failure Analysis <br />Associates of Menlo Park to conduct independent testing and observations of the floor <br />slab. Their work ended up spanning from December 1998 through January 2000, as they <br />conducted quarterly surveys to measure changes in the floor cracks. From February to <br />December of 2000, staff met frequently with the principals of DES and Rudolph & Sletten in <br />order to try to reach an agreement on what was causing the cracking and what solutions <br />could be implemented. No clear agreement was ever reached on causes, but after a 'good <br />faith effort' to explore various solutions, DES and Rudolph & Sletten offered a joint <br />proposal to replace the entire slab at their cost. Staff agreed and worked with the parties <br />on the plans and strategy to accomplish the replacement. On April 3, 2001, the work was <br />completed and the Fire Department moved their apparatus back into the station. Since <br />that date no problems have been observed with the new floor. <br /> <br /> Alternative <br /> Do not accept the project and give direction to staff. <br /> <br /> <br />
