z <br />IREPORT To the Honorable Mayo, and .?.ity Council <br /> <br /> From the C,ty Manager <br /> <br />February 25, 2002 <br /> <br />Subject <br />Water Recycling Project - Environmental Documentation <br /> <br />Recommendation <br />By resolution, authorize execution of professional services agreement with CH2M HILL <br />Consultants to perform the California Environmental Quality Act (CEQA) documentation for <br />the Recycled Water Project <br /> <br />Background <br />The City Council accepted the Water Recycling Feasibility Study final report (prepared by <br />Kennedy/Jenks Consultants) for the Redwood Shores area on February 4, 2002. The <br />Council also approved the list of next steps for implementation of the Redwood Shores <br />Water Recycling Project, including CEQA review and clearance for the project. This <br />professional services agreement provides the scope of work and budget for the CEQA <br />review, assuming that an Initial Study/Negative Declaration (IS/ND) will serve as the CEQA <br />documentation for the project. For the purposes of this scope, staff and CH2M HILL make <br />the following assumptions: <br /> · The project includes the recycled water distribution system and customer retrofits in <br /> the Redwood Shores area, the 'Bayfront Area", and central areas of Redwood City <br /> (i.e., the ~ultimate project" area). <br /> · The City of Redwood City will be the Lead Agency for CEQA purposes, with South <br /> Bayside System Authority (SBSA) as a Responsible Agency. <br /> · Environmental review for the proposed transmission pipeline segment within the <br /> CalTrans bicycle path (south of Pulgas Creek to Whipple Avenue) will be covered <br /> separately by CalTrans. <br /> · Pipelines will be constructed within developed street rights-of-way or on developed <br /> private property (i.e., customer retrofits and facilities). Bridge crossings will either <br /> feature bore and jack construction or pipeline installation within bridge structures. <br /> There will be no wetland or wetland vegetation impacts due to construction. <br /> · Two construction scenarios will be evaluated for the Redwood Shores phase of the <br /> project: 3-year phased construction vs. 1-year fast-track construction of <br /> transmission mains. <br /> · Recycled water system graphics will be provided to CH2M HILL by Kennedy/Jenks <br /> Consultants, to avoid duplication of graphics efforts and costs. <br /> <br /> · The Redwood Shores pump station, new 36" transmission line, and recycled water <br /> storage tank(s) on SBSA property are included in this scope, but due to the need to <br /> address their relationship to the Redwood Shores Bayfront Specific Plan and EIR <br /> status at a later date, staff has included a budget amount of $10,000 in the <br /> agreement, with work to be performed at the direction of the City. <br /> <br /> 1 of 2 <br /> <br /> <br />
