1 5.02.4 Government Liaison. Contractor shall designate in writing a 2 "Government Liaison" who shall be responsible for working with the Manager and/ or 3 the Manager's designated representative(s) to resolve service recipient complaints. 4 5 5.03 Education and Public Awareness. 6 7 5.03.1 General. Contractor acknowledges and agrees that education and 8 public awareness are critical, key, and essential elements of any efforts to achieve 9 diversion. Accordingly, Contractor agrees to take direction from Agency to explore 10 opportunities to expand public and service recipient knowledge concerning needs and 11 methods to reduce, reuse, and recycle Solid Waste, and to cooperate fully with Agency 12 in this regard. Contractor's public education plan is included as Exhibit C. 13 14 Contractor shall perform all of the public education activities related to 15 the transition to new services, as described in Exhibit C. These education activities shall 16 include, but not be limited to: mailings prior to the start of service, flyers handed out, 17 follow-up mailings or hand-outs related to the new services, commercial advertising, 18 annual Recycling Day schedules and the mailing and hand-outs of SBWMA/ Agency 19 newsletters upon request. 20 21 5.03.2 Content Approval. Contractor shall make available to Agency, and 22 Agency shall approve prior to their use, all public educational materials used by 23 Contractor. At a minimum, Contractor materials will describe the specific types of 24 Recyclable Materials, Commercial ()rganic Materials and Plant Materials, explain how 25 to prepare materials for Collection, and explain how, where, and when to set out 26 Containers for Collection. 27 28 All public educational materials shall be printed on or manufactured from 29 recycled materials whenever possible and contain the highest practical level of post- 30 consumer content. Contractor's primary educational materials shall be available in 31 English and Spanish. Contractor may produce materials in additional languages for 32 which there is a demand. 33 34 5.03.3 Community Events. At the direction of Agency or SBWMA, 35 Contractor shall participate in and promote diversion techniques at community events 36 and local activities. 37 Such participation would normally include providing, without cost, educational and 38 publicity information promoting the goals of Agency's waste reduction and recycling 39 programs. 40 41 5.03.4 Notification to New Service Recipients. Immediately upon request 42 for new service, Contractor shall notify the new service recipients of the Recyclable 43 Materials, Commercial Organic Materials and Plant Materials Collection services Atty / Agrj2005.022 060205 -33-
