iREPORT To the Honorable Mayor and City Council <br /> <br /> From the City Manager <br /> <br />July 1,2002 <br /> <br />Subject <br />Final Report - Redwood City Water Use Forecast 2000 to 2020 <br /> <br />Recommendation <br /> 1. By motion, review and accept the Final Report- Redwood City Water Use Forecast <br /> 2000 to 2020 prepared by consultant John Whitcomb, PhD <br /> 2. By motion, set July 15, 2002 as the date of Public Hearing for the purpose of <br /> adopting a resolution amending the Redwood City Urban Water Management Plan <br /> <br />Background <br />On September 10, 2001 the City Council authorized execution of a professional services <br />agreement with John B. Whitcomb, PhD, to perform the Water Supply Master Plan, Phase <br />One - Water Use Forecasts to 2020. <br /> <br />At the conclusion of the Dec. 3, 2001 water recycling study session, on the topic of future <br />water demand projections, the Council directed staff to perform some additional analysis <br />and provide a reliable basis from which to make decisions about long-term water supply. A <br />memo was forwarded to the City Council on January 15, 2002 which provided additional <br />analysis and refinements to earlier projections. Dr. Whitcomb's draft demand projections <br />were incorporated into that document. <br /> <br /> On February 4, 2002, the City Council reviewed the Whitcomb draft report and had the <br /> opportunity to ask additional questions about the city's long-term water supply picture, and <br /> become more familiar with the basis for demand projections. Staff provided a short <br /> presentation at the meeting. <br /> <br /> The final report (attached) was compiled by Dr. Whitcomb for the purpose of establishing a <br /> forecast on which City Council policy decisions may be made, including final consideration <br /> of implementing the Redwood City Recycled Water Project. <br /> <br /> To ensure that the report's water use forecasts are imbedded in the City's planning <br /> process, staff recommends that the City Council formally accept the report and direct staff <br /> to conform other, related planning and policy documents to the forecasts. The first such <br /> document is the City's Urban Water Management Plan ("the Plan"), which will require an <br /> amendment that includes all information necessary to meet the requirements of the <br /> California Urban Water Management Planning Code. The Plan must be adopted after <br /> public review and hearing and filed with the California Department of Water Resources. <br /> This amendment should also conform the Plan to the City's pending draft General Plan <br /> Housing Element update. Therefore, staff requests that the City Council set July 15, 2002 <br /> as the date of Public Hearing for the purpose of adopting a resolution amending the <br /> Redwood City Urban Water Management Plan. <br /> <br /> <br />
