I-PI <br /> REPORT To the Honorable Mayor and ,C..,,y Council <br /> From the City Manageri <br /> <br />July 1, 2002 <br /> <br />Subject <br />Purchase of Water Meters <br /> <br />Recommendation <br />1. Adopt a motion authorizing the purchase of various sized meters from Invensys <br /> (formerly "Sensus") Metering Systems of Placentia, California in the not to-exceed <br /> amount of $130,000. <br /> <br />2. Waive the bidding requirements of the City of Redwood City Code, Chapter 2, Article <br /> 7, Section 2.76 by affirmative vote of at least five members of City Council on the <br /> grounds that strict compliance with the bidding requirements would not serve the public <br /> interest. <br /> <br />Background <br />The purchase of new water meters is needed to facilitate the replacement of existing, older <br />type water meters and for the installation of additional water meters in new developments <br />throughout the City. The Sensus water meter is an American-made meter, which has been <br />the standard in Redwood City for the past 28 years. They have been found to be superior <br />in quality, durability and are guaranteed for 15 years to perform to American Water Works <br />Association accuracy standards. Invensys Metering Systems is the sole source vendor for <br />these water meters and the manufacturer sets the prices. , <br /> <br />· The majority of all existing meters in the City's system are Invensys meters. Pads <br /> inventory, training and maintenance costs are kept to a minimum by the continued <br /> standardization of all.water meters in the Redwood City water system. <br /> <br />· Sensus water meters require minimum cost for conversion to new "radio" meter reading <br /> technologies and to electronically inter[ace with the Itron meter reading system, which <br /> Redwood City purchased and installed six years ago, and upgraded in November 1999, <br /> to be Y2K compliant. <br /> <br />Alternative <br /> Going out to bid for water meters would not be cost effective since Invensys Metering <br /> Systems discounts their meters to all government agencies. The added benefit is that this <br /> purchase continues the s~andardiz~'Jon ~stablished 26 years ago in Redwood City and will <br /> facilitate the conversion to the highly efficient radio meter reading. <br /> <br />Fiscal Impact <br />Funds in the amount of $!30,000 for the purchase of water meters are available in the <br />pending Fiscal Year 2002/2003 Water Enterprise Fund - Operations & Maintenance budget. <br /> <br /> <br />
