IREPORT <br /> To the Honorable Mayor and City Cou <br /> From the City ManagerI <br /> <br /> July 1, 2002 <br /> <br /> Subject <br /> Change of fiscal year of the South Bayside Waste Management Authority. <br /> <br /> Recommendation <br />It is recommended that the City Council adopt a resolution amending the fiscal year of the <br />South Bayside Waste Management Authority. <br /> <br />Background <br />The South Bayside Waste Management Authority (SBVVMA) is a joint powers authority <br />consisting of 11 public agencies which comprise the contiguous refuse collection service <br />area from Burlingame to East Palo Alto. The SBWMA 1) acts as a collective bargaining <br />agent on behalf of member jurisdictions with Browning Ferris Industries Waste Systems of <br />North America (BFI), and 2) owns and leases the transfer station in San Carlos to BFI of <br />San Mateo County. When the joint powers agreement was approved by jurisdictions in <br />December 1999, it defined the "Fiscal Year" as "the pedod commencing on each October 1 <br />and ending on the following September 30." <br /> <br />The SBWMA Board of Directors discussed this item at their April 25, 2002 meeting and <br />recommended that jurisdictions amend the joint powers agreement to reflect a fiscal year <br />as "the period commencing on each July 1 and ending on the following June 30" for the <br />following reasons: ~ <br /> <br />· The SBWMA and the City of San Carlos share finance staff services. Having the <br /> SBWMA's fiscal year coincide with the City of San Carlos fiscal year will be more <br /> efficient. <br /> <br />· The SBWMA will save money in auditing services because the auditors can make an <br /> on-site visit for both the City of San Carlos and the SBWMA at the same time. <br /> <br />· The documents prepared in connection with the financing of SBWMA's acquisition of <br /> the transfer station states that the SBWMA's fiscal year is July 1 to June 30. Making <br /> this change to the joint powers agreement will place the SBWMA in conformance with <br /> the financial documents. <br /> <br />Amending the joint powers agreement requires an affirmative vote of two-thirds of the <br />member agencies. SBWMA staff would like to implement the fiscal year change for fiscal <br />year 2002/2003. <br /> <br /> <br />
