<br />S. 4/1-/ <br /> <br />REPORT <br /> <br />To the Honorable May()r and City Council <br />FrOm the Cif Mana er <br /> <br />September 12, 2005 <br /> <br />Subject <br />Approval of Emergency Work - 5th Avenue Pump Station <br /> <br />Recommendation <br />Adopt a resolution (by a five-sevenths vote), declaring an emergency within the public <br />easement lying within the Harbor Village Mobile Home Park, finding that the immediate <br />expenditure of public money is required, and authorizing corrective work to be performed <br />without public bid. <br /> <br />Background <br />In July of 2005, residents of the Harbor Village Mobile Home Park informed City <br />Engineering staff that several sink holes were developing adjacent to their homes. City <br />Engineering staff as well as Public Works staff inspected the site, because the locations <br />as described were in the area of an existing storm drainage easement. Consequently, <br />the two sinkholes were forming above an existing storm drainage outfall pipe, which <br />discharges stormwater from the 5th Avenue Pump Station. Further inspection of the pipe <br />indicated that the sinkholes may be caused by offsets or disconnects in the 42" <br />reinforced concrete pipe (RCP), and/or failure of a portion of a retaining wall, which is <br />constructed and owned by the Harbor Village Mobile Home Park. <br /> <br />This Pump Station drains our entire Friendly Acres neighborhood, as well as <br />unincorporated areas south of Woodside Road. The 5th Avenue Pump Station is a <br />critical part of the drainage system in the southern portion of Redwood City. All storm <br />drainage conveys to the Bay, and this critical area accepts runoff from neighboring Cities <br />such as Menlo Park and the County of San Mateo. <br /> <br />Staff is recommending to temporarily relocate and subsequently replace the two mobile <br />homes that are in danger, remove and replace the pipe with a new reinforced concrete <br />box culvert, and secure the area before the upcoming winter season. Replacing the <br />failing pipe with a newer structure will insure that this outfall doesn't deteriorate this winter <br />season. Fortunately, the failures occurred during the summer months when the Pump <br />Station is under minimal operation. During the winter rainy season, high tides and <br />continual pumping to relieve storm water from Friendly Acres would create a difficult <br />repair at this location, and provide little notice to the adjacent property owners. <br /> <br />The projects designer, BKF Engineers, is currently pursuing a new design modification in <br />response to this emergency development. BKF Engineers was the firm that designed the <br />5th Avenue Pump Station project. City staff recommends hiring Power Engineering <br /> <br />Page 1 of 2 <br />
