PLEDGE OF ALLEGIANCE - Rosanne Foust, Council Member <br /> <br />4. INVOCATION - A moment of silence was observed <br /> <br />5. ORAL COMMUNICATIONS AND CONSENT CALENDAR <br /> <br />Derby Davidson, a member of the Community Recycled Water Task Force, stated <br />that one of the outcomes of the task force was to have an annual review of the <br />progress of implementing the recommendations. He further stated his appreciation of <br />the first progress report on the Consent Calendar. He stated that within the report it <br />will be clear the progress made in the beginning construction of the treatment <br />facilities for recycled water and implementing the pre-rinse spray nozzle program. He <br />further stated that there is a clear plan in place for investigating and implementing <br />the other pieces of the recommendation such as dates set for replacing playing fields <br />with synthetic turf, exploring the use of groundwater and commercial toilet <br />replacement program. He commended the City staff and consultants on the work <br />done so far. <br /> <br />Nita Spangler stated her concern and disappointment that the proposed Charter <br />Amendments to be voted on at the November 8, 2005 were not discussed in the <br />context of an ad hoc committee. <br /> <br />Mayor Ira stated that as mentioned previously, these are the last of the no <br />controversial clean-up type Charter amendments and that any future amendments <br />would be handled through an ad hoc committee. <br /> <br />MIS HowardlBain to waive reading of the Consent Calendar except the ordinances <br />by title, adopt the resolutions and the ordinances, and approve other items. The <br />motion passed by a unanimous roll call vote. <br /> <br />5.1 Section - Motions <br /> <br />A.
