...5./£)-/

REPORT

To the Honorable Mayor and City Council
From the Ci Mana er

September 12, 2005

Subject
Award of Contract - Water Main & Sewer Main Replacement On Broadway Project

Recommendation
Approve the Contract Documents and award the contract for the Water Main & Sewer
Main Replacement On Broadway Project to the lowest bidder, Shaw Pipeline, Inc. of
San Francisco, California, for their bid of $383,275.00.

Background
As part of the "On Broadway" development and the proposed Streetscape
Improvements downtown, the existing water lines need to be relocated, and sewer
mains on Broadway need to be replaced. The existing 16" water main needs to be
relocated to accommodate the new median island and palm trees for the pedestrian
drop off area on Broadway. With the new cinema and proposed new restaurants on
Middlefield Road, the capacity of the existing sewer main will be increased from 8" to
10" on Broadway.

A notice to inform the general public will be published in the local paper in advance of
starting the work. The location of the work is on Broadway from Jefferson Avenue to
Hamilton Street. The contract time for the work to be completed is 45 calendar days
after Notice to Proceed. We expect the work to be completed no later than November
3, 2005.

Pedestrian foot traffic will remain open at all times, but vehicular traffic will be closed
during the hours of 7 am until 7 pm. Transferring water services at night or weekends
will further minimize disruption to the businesses. The contractor will notify each
business when their water and sewer services will be transferred.

As an option to the contract and to expedite completion of the project, vehicular traffic
will remain closed at night and on weekends during the 45 calendar-day period. This
will be determined based on review of the contractor's overall schedule.

Bids for the above-referenced project were opened in the Office of the City Engineer
(public counter - Maps & Records area) Wednesday, September 7, 2005, and are
summarized below.
