IREPORT <br /> To the Honorable MaYor and City Council <br /> From the City Manager <br /> <br />February 11, 2002 <br /> <br />Subject <br />Agreement for Redwood City Family Centers (formerly known as Healthy Start Network) <br /> <br />Recommendation <br />Execute the Agreement between the County of San Mateo, the City of Redwood City, and <br />the Redwood City Elementary School District for support of the Redwood City Family <br />Centers for fiscal year 2001/2002. <br /> <br />Background <br />The City of Redwood City in partnership with the Redwood City School District and the <br />County of San Mateo agreed to assist the Redwood City Family Centers (formerly <br />known as Healthy Start Network) with sustainability of the program at Taft, Hoover and <br />Fair Oaks schools. The Redwood City Family Centers was established to actively <br />involve Redwood City residents, educators and human service providers in supporting <br />neighborhood children to become successful learners. The Redwood City Family <br />Centers provide health services, family support services, parent-community <br />partnerships and after-school programs. This program is supported by Redwood City <br />2020. The Redwood City Family Centers reach students and their families at three <br />"family centers" housed at the elementary schools mentioned above in a way that few <br />programs do, by serving their minds and bodies. The family centers are one-stop <br />centers that provide services such as pediatric health and dental services, after-school <br />tutoring, homework assistance, parent education, adult ESL, adult literacy and <br />community mediation programs. <br /> <br />San Mateo County is funding Redwood City Family Centers with $100,000 and the <br />Redwood City Elementary School District is funding the program with $50,000 for fiscal <br />year 2001/2002. The total Redwood City Family Centers budget for 2001/2002 is <br />approximately $2.5 million. Over 50% of the budget is redirected and in-kind resources. <br />Additional funds include $400,000 from the State Healthy Start grant for the Kennedy <br />Middle School Family Center, $150,000 for the Lucile Packard Foundation for <br />Children's Health, $200,000 in planning funds from the State Healthy Start grant to <br />support expansion to sites west of El Camino, and $185,000 in local Proposition 10 <br />funding. <br /> <br />The agreement between the County, the School District and the City is a challenge grant. <br />In theory, should any of the partners not contribute what has been agreed to, the others <br />would withdraw their contributions as well. The attached agreement ensures continued <br />sustainability for the Redwood City Family Centers for fiscal year 2001/2002. <br /> <br /> Alternative <br /> Council can elect not to enter into the agreement. <br /> <br /> <br />
