REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> <br />February 11, 2002 <br /> <br />Subject <br />Final Acceptance of the Energy Conservation Project of various City facilities <br /> <br />Recommendation <br />Accept the improvements from the Energy Conservation Project of various City facilities, <br />and authorize the release of bonds. <br /> <br />Background <br />On December 18, 2000, the City Council approved a contract with NORESCO of South San <br />Francisco for the pumhase and installation of lighting and mechanical upgrades for various <br />facilities in the amount of $680,792. The contract was a "net cost" to the City with all <br />rebates being forwarded to NORESCO. NORESCO has completed the work in accordance <br />with the contract to the satisfaction of project team. <br /> <br />The project was initially funded based on annual savings in our gas and electdc utility costs. <br />NORESCO had estimated the annual electrical savings were to be 863,800 kilowatt hours. <br />The project in the first four months monitored, saved 582,100 Kilowatt hours according to <br />PG&E. Based on the initial savings, annual energy savings could exceed 1,700,000 <br />kilowatt hours or nearly twice NORESCO's initial projection. During the same four month <br />period over $12,500 in unanticipated savings has been received through the Governor's <br />20/20 energy rebate program. <br /> <br />The value received by the City including the original bid, all change orders and over <br />$360,000 in rebates from PG&E exceeds $1,070,000. <br /> <br />Fiscal Impact <br />The original bid by NORESCO was $680,792. During the course of the project, seven <br />individual and beneficial Change Orders were authorized per the Contract for a total of <br />$33,535.71. The work completed by NORESCO including all change orders was <br />$714,327.71. These changes included: <br /> <br />Change Order No. 1 <br />Removed (41) recently re-lamped Parking lot fixtures from the scope of work ($317.50) <br /> <br />Chan.qe Order No. 2 <br />Installation of a Peak Load Reduction Program at 11 pumping stations $0 <br /> <br />Change Order No. 3 <br />Addition of 66 Green LED Arrow retrofits to the Scope of Work $11,295.73 <br /> <br />Change Order No. 4 <br />Addition of 28 Yellow LED Arrow retrofits to the Scope of Work $1,764.48 <br /> <br /> <br />
