November 5, 2001
53636.001
Mr. Peter Ingram
City of Redwood City
Page 9

FEE ESTIMATE

Harding ESE will perform the services described herein on a time-and-expense basis in accordance with
the enclosed Services Agreement and Schedule of Charges. Our estimated fee for the Phase 1 activities
described herein is outlined in the attached Table 1, and is summarized below.

Phase 1 - Environmental Site Characterization

Task 1 - CPT Investigation and Cross-Sections $10,694
Task 2 - Depth Discrete Soil and Groundwater Sampling and Analyses 35,660
Task 3 - Soil-Gas Survey 6,710
Task 4 - Sensitive Receptor Survey and Site Conceptual Model 5,158
Task 5 - Data Evaluation 2,654
Task 6 - Report Preparation 6,904
Task 7 - Consultation and Meetings 9.080

Phase 1 Total: $76,860
AUTHORIZATION AND SCHEDULE

If you agree with the proposed scope and fee, we understand that you will provide us with a professional
services agreement for our review and signature. We anticipate that the activities described in this
proposal will be performed over a 3 to 6 month period. Our schedule partly depends on whether there
are any delays with gaining access to the site from Safeway. We have not included costs in our proposal
for protracted discussions with Safeway over right-of-entry issues, or for performing our investigation
tasks outside of normal business hours (e.g., on nights or weekends).

We understand that the SFRWQCB has allowed the City's outside counsel to proceed with some cost-
recovery and insurance-related matters prior to implementing the Work Plan activities. Because
SFRWQCB approved SCI's Work Plan in March 2001, however, we anticipate that the agency will
soon require the City to move forward with the Work Plan activities. In either case, upon your
authorization, Harding ESE is prepared to immediately consult with the City and assist your outside
counsel, as needed. We will not proceed ~vith planning or implementation of any field activities until
receiving instruction from the City to do so.

Harding ESE appreciates the opportunity to submit this proposal to the City, and we look forward to
working with you on this project. If you have any questions, please call me at 510.628.3225.
