REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> <br />February 11, 2002 <br /> <br />Subject <br />Assembly Bill 1823 - Wholesale Regional Water System Security and Reliability Act <br /> <br />Recommendation <br />By resolution, support state legislation (AB 1823) to repair the Bay Area regional water <br />system and protect our residents from catastrophic water outages. <br /> <br />Background <br />On January 18, Assemblymembers Papan, Simitian and Dutra submitted state legislation <br />aimed at repairing the Hetch Hetchy regional water system, owned and operated by the <br />San Francisco Public Utilities Commission (SFPUC). At this time, it is expected that AB <br />1823 will be referred to the Assembly Committee on Water, Parks and Wildlife within a few <br />days. The assigned committee will begin consideration of the bill sometime between the <br />end of February and mid-March. Testimony and expressions of support from Bay Area <br />Water Users Association (BAWUA) member agencies and is essential before then. The <br />Committee for Regional Water Reliability, chaired by Councilmember Ruskin, will be <br />coordinating the advocacy effort with the BAWUA staff, and representing the interests of <br />all BAWUA members. <br /> <br />Alternative <br />Do not support AB 1823. <br /> <br />Fiscal Impact <br />No direct fiscal impact to Redwood City would occur should the City Council pass this <br />resolution. The Settlement Agreement and Master Water Sales Contract between the City <br />and County of San Francisco and certain Surburban Purchasers effective May 25, 1984 <br />delineates the financial terms and conditions in which the SFPUC recovers approximately <br />2/3 of all capitalized system improvements costs via the wholesale water rates paid by <br />BAWUA agencies.
