Letter to Committee Chair <br /> <br /> February 12, 2002 <br /> <br /> [name of Committee Chair - yet to be determined] <br /> [name of assigned Committee - yet to be determined] <br /> The State Assembly <br /> State Capitol, Room 2141 <br /> Sacramento, CA 95814 <br /> <br /> Support for AB 1823 <br /> Wholesale Regional Water System Security and Reliability Act <br /> <br /> Dear Chair [name of Committee Chair]: <br /> <br />On behalf of the City of Redwood City, I'm writing to urge your committee to approve AB <br />1823, introduced by Assemblyman Louis J. Papan (D-Millbrae), jointly authored by As- <br />semblyman Joe Simitian (D-Palo Alto), and co~authored by Assemblyman John Durra <br />(D-Fremont), to help fix the earthquake-vulnerable Bay Area regional water system <br /> <br />The attached resolution expresses the City Council's serious concern about the possi- <br />bility of our community being without water from the system for up to 60 days. The <br />health, safety and economic risks of such a catastrophic outage are unacceptable for <br />our community. This is a regional problem affecting 2.4 million people, thousands of <br />businesses, and vital community organizations. The state and the nation depend on a <br />vibrant Bay Area economy. In Redwood City's water service area, over 82,000 residents <br />and major employers including Oracle Corporation, Electronic Arts, Granite Rock Com- <br />pany and Perclose / Abbott Laboratories Co. are 100 percent dependent on water from <br />the regional system. <br /> <br />The San Francisco Public Utilities Commission (SFPUC), which operates the Bay Area <br />regional water system, has failed for several years to approve a multi-billion dollar <br />Capital Improvement Program to fix the system and has not acted to obtain financing to <br />pay for the necessary work. In addition, the SFPUC has not shown an ability to manage <br />and complete a construction program of this size, which will be ten times larger than any <br />construction program for the water system that it has undertaken. <br /> <br />Because this matter concerns the very health, safety and well being of our constituents, <br />action must not be delayed. We believe that AB 1823 includes the types of incentives, <br /> <br /> <br />
