<br />The Commission met in Speical Session to consider hiring of a <br />consultant for the preparation of a five year plan for the de- <br />velopment of park and recreational facilities. <br /> <br /> <br />-'. <br /> <br /> <br />The Secretary read a copy of a letter received by City Manager <br />James E. Neal embodying a proposal from Sterling S. Winans, rec- <br />reation planner and consultant, for a survey to "formulate a five <br />year plan for the development" of park and recreation land and <br />water areas and structures and other physical properties of 16- <br />cal agencies closely related to the City's park and recreation <br />functionll....Field work to start during the second week of <br />April, 1966, and copies of final report ready before the last <br />week of July......IIWe propose to perform the services herein <br />outlined for a total fee of $2,860 since we estimate that this <br />project will require twenty man days of our principals in field <br />work at Redwood City, preparation of the report at our head- <br />quarters and in travelll....IIShould it be possible for us to <br />complete the work to your satisfaction in less time than we <br />estimate to your satisfaction, we_propose to reduce the total <br />fee at the rate of $100.00 per day not required"......... <br /> <br />On motion by Commissioner Knecht, seconded by Commissioner Stuart, <br />and passed, it was recommended that the Commission recommend <br />to the Council that it accept the proposal of Sterling S. <br />Winans for a Park and Recreation Survey and that said Survey <br />be developed for use as a Park and Recreation Master Plan <br />and to meet State and Federal requirements for grants for <br />land acquisition, the scope of study to include Redwood, <br />Shores and related and adjacent areas.
