Task 5: Preparation of Administrative Final EIR Addendum the conclusion of the 45-day public review period for the Draft EIR, ESA At will discuss the comments received, and the appropriate responses and response strategies to those comments, with City staff. It is anticipated that ESA and the City will agree on the overall approach to responding to comments and will assign specific tasks associated with the preparation of these responses. The Administrative Final EIR will consist of the Draft EIR plus the Response to Comments document, the Final F~IR Addendum. Should the public comments raise issues not previously within the scope of work, ESA will consult with City staff to achieve cooperative resolution of the out- of-scope issues. ESA will submit fifteen (15) copies of the Administrative Draft Final EIR Addendum to the City for review. City staff will review the document and provide ESA with one consolidated set of noncontradictory comments. (Alternatively, ESA and City staff could meet in editorial session to produce the rough final draft Response to Comments document.) Task 6: Preparation of Final EIR Addendum and Notice of Deteimlnation ESA will incorporate the necessary revisions into the Final EIR and will provide one screencheck copy to City staff for final approval. Upon screencbeck approval, £SA will submit fifty (50) copies of the Final EIR Addendum to the City for distribution. Upon certification of the EIR and approval of the project by the City, ESA will prepare and submit the Notice of Determination, as required by CEQA Guidelines Section 15075. Task7: Preparation of Mitigation Monitoring and Reporting Program ESA will prepare a Mitigation'Monitoring and reporting Program (MMRP) in compliance with Public Resources Code Section 21081.6, CEQA Guidelines Section 15097, and the requirements of the City. For any significant impact identified in the EIR, the MMRP will describe the required mitigation and the responsible parties, tasks, and schedule necessary for monitoring mitigation compliance. ESA will submit the draft MMRP with the Administrative Final EIR Addendum, will respond to City staff comments on the draft MMRP, and will prepare a screencheck and final MMRP for submission to the City staff. The MMRP will be prepared in the form of a matrix, and may be either included in the Final EIR, or submitted separately, at the City' s discretion. 3-8 Abbott Laboratories West Coast Research Center EIR
