AB 680 Assembly Bill - Bill Analysis <br /> <br /> AB 680 <br /> Page 2 <br /> <br /> and counties that meet specified criteria concerning <br /> low-income housing construction, homeless services <br /> provision, and creation of an inventory of potential <br /> in-fill development or open space acquisition sites within <br /> their jurisdictions. (A city or county with.a population of <br /> less than 10,000 would be exempt from this requirement). <br /> <br /> d) Regional Projects Fund The one-third sales tax revenue <br /> share derived from a city or county that fails to meet <br /> housing eligible criteria would be apportioned to the <br /> Sacramento Area Council of Governments (SACOG) for <br /> transportation and other regional land use projects. <br /> <br /> 2)CalTRANS Priority Funding Authorizes CalTRANS, during the <br /> 2004 State Transportation Improvement Program (STIP) cycle and <br /> every two years thereafter, to designate Interregional <br /> Transportation Improvement Program (ITIP) funds as smart <br /> growth incentive funding for eligible projects identified as <br /> priorities by SACOG. (The intent is to give SACOG a role in <br /> determining which projects will be funded from the region's <br /> existing allocation of ITIP funds). <br /> <br /> 3)Other Incentives Also provides that any multicounty region <br /> in California that adopts regional tax-sharing agreements or <br /> multicounty smart growth principles shall be entitled to both: <br /> <br /> a) One percent of the fund~ generated by the state sales <br /> tax on gasoline, beginning in 2008-09 (if voters approve <br /> Proposition 42 on the March 2002 ballot, which will earmark <br /> these funds for the Transportation Investment Fund.) <br /> Based on current revenues, this would be about $16 million <br /> (although by the time this provision is implemented, this <br /> amount would be higher). <br /> <br /> b) Priority consideration in funding awards made by the <br /> Department of Housing and Community Development for the <br /> Jobs-Housing Balance Program, the Cal Home Program, and the <br /> Multi-Family Housing Assistance Program. <br /> <br /> 4)Program Evaluation Requires the Legislative Analyst and <br /> Board of Equalization to evaluate the impact of the pilot <br /> project and report to the Legislature on or before January 1, <br /> 2010.
