-7.1- 1
REPOR T ,o the Honorable Mayor and City Counci
From the City Manager

February 4, 2002

Subject
Use of Single Source for Supply and Installation of Automated Irrigation System
Components.

Recommendation
Authorize, by Motion, the use of United Green Tech, of Pacheco, California, as the single
source for the supply and installation of Rain Master automated irrigation system
components for the remainder of this fiscal year.

Background
On August 14, 2000 an award of bid was made to Enhanced Technical Services (the
former name of United Green Tech) to supply and install Rain Master brand automated
irrigation system components in Red Morton Community Park. This was the first use of
funds that were allocated in the Irrigation System Automation Program as a part of the
Capital Improvement Program. The components installed in Red Morton Park have
been in service for approximately one year and we are very pleased with them. After
an initial learning period, we have found the system easy to operate and it allows for
very fine control of the run times for the irrigation valves throughout the park. Water
consumption for the past year in Red Morton Park was statically the same as the
previous year. However, as we continue system upgrades by installing more efficient
sprinkler heads, we expect to see a reduction of the amount of water used in the park.
United Green Tech is the manufacturer's representative in the Northern California area
offering the best pricing to end users. Other distributors of Rain Master products are
retail outlets that charge higher prices for the same products. This request is made
under Section 2.76 of Chapter 2, Article VII of the City Code, which deals with selection
of a single source. If this request is approved, two irrigation controllers will be installed
in the center median of Woodside Road.

Alternative
Require the open and competitive bidding of the project, which may result in a
separate, parallel central irrigation system that does not work with our existing central
control components.

Fiscal Impact
There is a balance of $22,542 in the Automated Irrigation System Program of the CIP
tha ill allow for the funding of this request.

~. ~C-.-~ry~over, uperintendent Corinne Centeno, Director Ed Everett
'Parks, Recreation and Parks, Recreation and City Manager
Community Services Community Services
