REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> <br />January 28,20Q2 <br /> <br />Subject <br />Water Recycling Feasibility Study <br /> <br />Recommendation <br />By motion, approve Task Order No. 1 to the professional consulting engineering services <br />agreement with Kennedy/Jenks Consultants <br /> <br />Background <br />Since the Dec. 3, 2001 study session Kennedy/Jenks has completed the final tasks in the <br />scope of their current contract with the City for performing the Water Recycling Feasibility <br />Study for the Redwood Shores Area. The final draft report has been circulated and project <br />team / staff comments have been incorporated. Staff expects to forward the final report to <br />the Council for review not later than Feb. 4, 2002. The consultant's recommendations to <br />the Council will include moving rapidly to the next stages of financial feasibility, <br />environmental review and to ultimately approve the construction of a new recycled water <br />distribution system in Redwood Shores, with additional capacity for future delivery of <br />recycled water south and west of the Shores. Council will recall that it is feasible to reduce <br />demand on the Hetch Hetchy system by 1,000 to 1,200 AF/yr by implementing the <br />Redwood Shores phase of this project. This could be accomplished as early as 2005. <br /> <br />In the interim, a very promising opportunity has come to light that will require rapid City <br />action in order to preserve future Council choices. CalTrans has requested that the City <br />enter into an agreement to maintain a new bicycle path that will be included in the Highway <br />101 widening project from the frontage road adjacent to the San Carlos Airport south to the <br />eastern end of Whipple Ave. (see companion staff report, "Maintenance Agreement with <br />CalTrans for new Highway 101 Bicycle Path"). <br /> <br />Staff has confirmed with CalTrans that we will be allowed to add design specifications for a <br />large-diameter recycled water line to be installed under the bike path as it is constructed in <br />2003 to 2004. The Council's decision whether to budget for and award this element or not <br />will not come until next year, but the opportunity to insert the necessary design into the <br />CalTrans bid documents will close by early March 2002. <br /> <br />The potential benefit of this addition to the "distribution puzzle" is enormous, in that it would <br />provide a direct transmission line to the northern edge of the Bair Island / Bayfront / <br />Seaport area, where several large developments are contemplated, and where a sizable <br />market already exists for the use of recycled water. Therefore, staff recommends that the <br />Council immediately authorize staff and Kennedy/Jenks via this task order to begin working <br />directly with CalTrans, the San Mateo County Transportation Authority and their design <br />consultants to conduct a pre-design study of the transmission line and develop a checklist <br />of all technical requirements, permits, constraints and potential costs associated with the <br /> <br /> 1 of 2 <br /> <br /> <br />
