EPORT
To the Honorable Mayor and City Council
From the City Manager

January 28,2002

Subject
Revocable Permit for Use of Herkner Pool by the Peninsula Covenant Community Center

Recommendation
Staff recommends that City Council approve by motion to authorize the execution of a revocable
permit with the Peninsula Covenant Community Center (PCCC) for the use of Herkner Pool.

Background
The Peninsula Covenant Community Center and the Parks, Recreation and Community
Services Department have been working together on adding swim programs to the winter/spring
"off-season" at Herkner Pool. Cooperative use dates would start on January 28th and run until
June 1st, 2002 (before our regular summer season), Monday through Friday, from 6:00 AM to
5:30 PM. The revocable permit requires the PCCC to reimburse the City for the utility costs to
heat the pool and the pool building, and for water quality supplies. Further, the agreement
requires the PCCC to provide certified staff to run adult lap swim, swim teachers for youth
programs in the covered baby pool, youth swim team programs and the insurance necessary to
protect the City from liability. The approval of this request will enable PCCC and the Parks,
Recreation and Community Services Department to provide off-season swim programs for the
community (i.e. adult lap swim in the early morning and at lunch-time, as well as youth swim
lessons in the baby pool, and free swim lessons to all 5 year olds who live in Redwood City).
This request would not conflict with any other City programs at this facility.

Alternative
Not approve the agreement. PCCC would not offer programs, and the Parks, Recreation and
Community Services Department could not offer off-season programs to the community.

Fiscal Impact
The City would fully recover all costs associated with the usage of gas, electric, and chemicals
from PCCC.

~---~C'~h rf'sto p her Corinne Centeno
Parks, Recreation & Community Parks, Recreation & Community City Manager
Services Superintendent Services Director
