STATE OF CALIFORNIA--BUSINESS, TRANSPORTATION AND HOUSING AGENCY GRAY DAVIS, Governor

P. O. BOX 23440
OAKLAND, CA 94623-0440
PHONE (510) 286-5369
FAX (510) 286-5366

July 31, 2001

Infinity Outdoor, Inc.
Mr. Robert Harbin III
1695 Eastshore Highway
Berkeley, CA 94710

RE: Advertising Structures on East Side of SM 101 in Redwood City North of Whipple Ave.
Your Permit Numbers: 33805, 33910, 28200, 28172, 28204, 28201, 28202, 28059,
28060, 28057, 28058, 28054, 34257

Dear Mr. Harbin:

We note that you may have an ownership interest in outdoor advertising structures located east of
our existing state right of way, on San Mateo 101, in a marshy area that does not appear to have any
roads servicing the structures. While the structures themselves will not be affected, please be
advised that on November 1, 2004, a project will commence that will widen the freeway by adding
auxiliary lane(s) and a bike path adjacent to, and parallel with, the freeway. The bike path will be
separated from traffic by a concrete barrier with a 4-foot chain link fence on top of the barrier. A
second 4-foot fence will be erected on the eastern shoulder of the bike path.

It is illegal for any person to park on the freeway right of way, including any unpaved area close to
the access control fence. The planned new construction will greatly increase the safety problems
caused by any person parking on the freeway and attempting to directly access the marshy areas
from the freeway. Any person found engaging in such activity will be subject to prosecution for
trespass/illegal parking.

Please feel free to contact me if you have any questions.

Sincerely,

HARRY Y. YAHATA
District Director

GREGORY L. HOLTOM
Right of Way Agent
Outdoor Advertising
Property Management "B"
