Recreation facilities and uses could be provided without nec- essity of property purchase. ~Le Hetch/Hetchy rights-of-ways thro~ghout the City has been estimated at between 12-15 miles in lengbh, a great portion of which could be utilized by the City under a surface-lease agreement. The S.F. Water 'Department plans to install an additional pipe- line 8 I in diameter (12x15 I clitch) adjacent to their II new II line in western portions of the City, within the next three years. It is suggested that fund planning be started this year.
