5.4 Section — Ordinances (2 reading /Adoption) <br />A. Downtown Parking Management Plan <br />Mayor Ira stated that although Council is approving the adoption of the ordinance <br />that more work is needed, with constant monitoring, and appointment of a task <br />force within 60 days to provide guidance on spending of revenue toward helping <br />the Downtown while in compliance with State Law. He stated his expected input <br />from the Downtown Business Group and others throughout the community. <br />(405) <br />ORDINANCE 2287 OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY <br />AMENDING CHAPTER 20, ARTICLE VII OF THE REDWOOD CITY MUNICIPAL CODE <br />BY AMENDING SECTIONS 20.96 THROUGH 20.96.21 IN THEIR ENTIRETY AND <br />DIVISION 4, 5, AND 9 IN THEIR ENTIRETY (First reading on July 25, 2005). <br />M/S Howard /Foust to adjourn the Redevelopment Agency Meeting. The motion passed <br />by a unanimous voice vote. <br />6. STUDY SESSION — City Council, Planning Commission, and <br />Architectural Review Committee <br />A. Downtown Precise Plan — Third City Council, Planning Commission and <br />Architectural Review Committee Joint Study Session <br />Michael Freedman gave the background on the study session process and <br />facilitated the discussion on issues and questions to date. The PowerPoint <br />presentation used is on file. Council Members, Planning Commissioners and <br />Architectural Review Committee Members made various comments and asked <br />questions. (613) <br />Recess: 9:00 — 9:15 p.m. <br />Public Comment: <br />Peggy Bruggmann stated that consideration is being paid to the neighborhoods <br />on the other side of Brewster and Maple in terms of transitioning down. Her <br />example was three stories on the Brewster and Maple sides. In option B and C, <br />both plans are abruptly 3 stories to 8 stories and she stated that it is an abrupt <br />change and not much protection for those neighborhoods. She suggested three <br />stories on the Brewster side going to 5 stories allowing for a buffer to those <br />neighborhoods. Her concern about option B with 160 -165 feet for 12 -story <br />buildings is that it is quite tall overall.
