<br /> <br />~ <br /> <br /> <br /> <br />'31 <br /> <br />Prior to action on correction #2, discussion included the follow- <br />ing; Commissioner Whitmore said that Councilman Rosselli had <br /> <br />I -- -I. --.., - <br /> <br />told him that Coupcil does not see initial budget requests and <br />had indicated that neither original or department recommendations <br />are seen by Council until after the budget review committee has <br />gone over them and they are submitted by "staffll; that the Comm- <br />ission is bothered on this as we put in quite a lot of time on <br />things we think are important and these things may never even <br />come to the attention of Council; that with nobody from the <br />Commission or from Council on the budget review committee, it <br />bothers us that when we put in a lot of extra time, with special <br />meetings, etc., to help the department heads with the budget that <br />our efforts come to naught. <br /> <br />q~~y ~na3e~_Ullri~h said that the work budget which goes to <br />Council has, in the past, shown the dollars involved but not all <br />af the work sheets; that the City Charter provides that the City <br />Manager puts the budget together and submits it to Council as <br />his budget, and until such time as the Council approves and adopts <br />it, it does not become the Council's budget; that the department <br />heads concerned represents this Commission at the budget talks <br />and/he presents his budget as approved by this group; that the <br />work budget from each department would probably represent around <br />300 pages, and for this reason this information, from a mechanics <br />and expense standpoint, is not in its entirety presented to Coun- <br />cil; the budget committee makes the preliminary cut and puts it <br />back together and then the Council decides at their public hearing <br />meetings what they will approve and adopt; that the budget review <br />committee consists of the finance officer, the assistant city <br />manager, and himself; that in the-essence of better relations, <br />that after Mr. Balzarini and Mr. Morton sit down with the budget <br />committee, and before the preliminary budget is presented to <br />Council, he will present the suggested budget to the Commission <br />or its representatives-for discussion and review of items for <br />parks and recreation and possible priorities. <br /> <br />Commissioner Coffis suggested that while it is understandable <br /> <br />L""" L . - - "-- <br /> <br />that there has to be some slicing of budget requests in order to <br />conform to monies available that it should be the perrogative of <br />this commission, or its representative, to suggest the general <br />area of the cuts and to have an alternative of determing which <br />items are given up rather than having them deleted by someone <br />else without having them come back to us for review. <br /> <br />Commissioner Whitmore suggested that as the Commission is appoint- <br />ed by Council to consider park and recreation problems and give <br />recommendations for them, it should be utilized for this purpose. <br /> <br />The Commission expressed its satisfaction of the opportunity to <br />review budget requests as outlined by Mr. Ullrich. <br /> <br />.------ -~-------------------- ---------- ------ __n -- --- ------ --~ <br /> <br />____n_____"___--__nn___n_- _---L______--------- ---------- _n______------------ -- ---- <br /> <br /> <br />: " <br />c-. - <br />
