GOO'from street entrance¡ restrooms sited to serve primarily the appara- tus and tot area; that the tot area, restrooms, and sand play areas are located near the narrow neck street entrance portion for better surveillance (high.use areas), by passing drivers and police; that lowest density use areas are located further inside the park plan; that, as had been suggested by the Commission, he had tried to get additional property to open up the park but had . , . been unsuccessful; that the slte as lt stands could have a rel- atively high degree of vandalism; that site would pose a problem for seeing things from the street and police surveillance purposes. Commission discussion included that: the site is sub-standard for home building due to several old slough patterns; the site of four acres should be increased to near ten acres; the site has only 1 street access, and at its narrow portion, and being an inside or enclosed park poses the many problems of vandalism, noise, surveillance, access by emergency vehicles such as am- bulance and police, maintenance, and supervision; that at least two lots on each side of proposed park should be acquired to . permit additional street access, and/or additional lots acquired at narrow neck access and park site re-designed¡ that if addi- tional property cannot be secured at this time that the project be deferred until it can be properly done; that the site util- ization plans were good but the site .as not; that staff concurred with Commission thinking. Commissioner Schenck moved that the Commission, in concurrence with staff, recommend to Council that the site plans for Neigh- borhood Park #4, Shores-, be rejected for the reasons that: (1) the site is inadequate in terms of land area; (2) the site has only one street access; and (3) that the site is an enclosed or inside park which would compound problems of vandalism, noise, surveillance, access by emergency vehicles such as ambulance and police, maintenance, and supervision.
