GOO'from <br />street entrance¡ restrooms sited to serve primarily the appara- <br />tus and tot area; that the tot area, restrooms, and sand play <br />areas are located near the narrow neck street entrance portion <br />for better surveillance (high.use areas), by passing drivers and <br />police; that lowest density use areas are located further inside <br />the park plan; that, as had been suggested by the Commission, he <br />had tried to get additional property to open up the park but had <br /> <br />. , . <br />been unsuccessful; that the slte as lt stands could have a rel- <br />atively high degree of vandalism; that site would pose a problem <br />for seeing things from the street and police surveillance purposes. <br /> <br />Commission discussion included that: the site is sub-standard <br />for home building due to several old slough patterns; the site <br />of four acres should be increased to near ten acres; the site <br />has only 1 street access, and at its narrow portion, and being <br />an inside or enclosed park poses the many problems of vandalism, <br />noise, surveillance, access by emergency vehicles such as am- <br />bulance and police, maintenance, and supervision; that at least <br />two lots on each side of proposed park should be acquired to <br /> <br />. <br /> <br />permit additional street access, and/or additional lots acquired <br />at narrow neck access and park site re-designed¡ that if addi- <br />tional property cannot be secured at this time that the project <br />be deferred until it can be properly done; that the site util- <br />ization plans were good but the site .as not; that staff concurred <br />with Commission thinking. <br /> <br />Commissioner Schenck moved that the Commission, in concurrence <br />with staff, recommend to Council that the site plans for Neigh- <br />borhood Park #4, Shores-, be rejected for the reasons that: (1) <br />the site is inadequate in terms of land area; (2) the site has <br />only one street access; and (3) that the site is an enclosed or <br />inside park which would compound problems of vandalism, noise, <br />surveillance, access by emergency vehicles such as ambulance <br />and police, maintenance, and supervision.
